Citizens' Circle
The Central NOC hosts the Downtown Citizens’ Circle, a partnership of local agencies, organizations, and citizens working together to promote positive re-entry for men and women leaving incarceration.
Men and women can obtain referrals for the Citizens’ Circle during their pre-release processing or through the Parole Authority. Some come to the Circle through self-referral. The partners in the Circle meet with the re-entrant to help them to assess their needs and identify goals for their return to the community. Thereafter, members of the partnership meet at the Central NOC each month to counsel the re-entrant and encourage their progression to self-sufficiency and dynamic living: employment; education; improved family or marital relationships; qualify social interactions; avoidance of substance abuse; community functioning; and a healthy personal and emotional attitude.
Re-entrants receive some direct services and many referrals to other services during their encounters with the partners.
