The Council for Economic Opportunities in Greater Cleveland announces its Home Energy Assistance Winter Crisis Program for income eligible residents of Cuyahoga County.

Beginning on November 1st and operating through the end of March, the Home Energy Assistance Winter Crisis Program helps income-eligible Greater Cleveland residents that are threatened with disconnection, have been disconnected or have less than a 25 percent supply of bulk fuel in their tank maintain their utility service. This is a one-time benefit, and is to be used in emergency situations, when a resident is faced with disconnection.

If the appointment line is busy, or you cannot get though, walk-in customers are welcome Monday through Friday from 6:30 a.m. to 10 a.m. at 1849 Prospect Avenue, 1st floor. We are able to serve up to 75 walk-in customers during these hours. Please note: we serve our older customers and people with disabilities first.

The following chart displays income levels by household size and should be used to determine eligibility. Income guidelines listed below represent the 175 percent calculation for 2016-2017 energy assistance programs. To be eligible, a customer’s total household income for the last 12-months or 90-days from the application date must be equal to or less than the numbers listed below. The period used to determine annual income must not be more than 12-months or less than the most recent 90 day period from the application date.

*Households with more than 8 members should add $7,280 to the yearly income or $1,820 to the 90 day income for each additional member.

Household income is defined as the gross income for all household members 18 years of age or older. All wage or salary earned by a dependent minor (less than 18 years of age) in the household is excluded from calculation. Only an emancipated minor may be considered a head of household.

In order to apply for emergency energy assistance, a resident must have the most recent bills for gas and electric utilities, photo identification, Social Security numbers for all household members and verification of all income for all household members over the age of eighteen for the previous 12 months. For those households who have no income, an IRS Tax Transcript is required.  Renters living in multi-unit dwellings may be required to provide their landlord’s name and contact information. When residents qualify for and apply for HEAP Winter Crisis benefits, applications for a regular HEAP benefit and the Percentage of Income Payment Plan (PIPP Plus) will automatically be submitted to the Ohio program office.

Important tips and information – accessing the Home Energy Assistance Program (HEAP)

If a home heating source gets shut off, here are the steps to take:

1. Call your gas company for a pending account number.

2. Organize the following documents that are necessary to process your assistance request – make sure you have everything. Here is a checklist:

  • Most recent bills for gas and electric utilities
  • Proof of U.S. residency
  • Photo identification
  • Social Security numbers for all household members
  • Verification of all income for all household members over the age of 18 for the previous 12 months
  • For those households with no income, an IRS Tax Transcript is required
  • Renters living in multi-unit dwellings may be required to provide their landlord’s name and contact information

3. Call the HEAP hotline (216) 518-4014 to make an appointment to process your paperwork with a HEAP representative.

4. If you can’t get through the hotline to make a pre-scheduled appointment, walk-in customers are welcome Monday through Friday from 6:30 a.m. to 10 a.m. at 1849 Prospect Avenue, 1st floor. We are able to serve up to 75 walk-in customers during these hours.
